Former President Donald Trump has tapped Hung Cao, a retired Navy Special Operations officer and former Virginia Senate candidate, to serve as under secretary of the Navy. The nomination, announced Thursday, underscores Trump’s push to toughen military recruitment and scrap diversity initiatives.
“Hung is the embodiment of the American Dream,” Trump said. “As a refugee to our Great Nation, Hung worked tirelessly to make proud the Country that gave his family a home.”

Cao, a former Navy captain, has been an outspoken critic of diversity, equity, and inclusion (DEI) policies in the military. He made headlines during his Senate campaign in Virginia, where he challenged Democratic incumbent Tim Kaine. A fiery debate performance saw him go viral after he condemned drag queen recruitment efforts and called for a more aggressive approach to military service.
“The service branches should recruit ‘alpha males and alpha females who are going to rip out their own guts, eat ’em and ask for seconds,’” Cao declared during the debate. “Those are young men and women that are going to win wars.”
Cao’s nomination aligns with Trump’s broader military agenda. The former president recently ordered the Pentagon to eliminate DEI programs introduced under President Joe Biden. Cao echoed this stance, insisting the focus should be on building a stronger, more battle-ready force.

“When you’re using a drag queen to recruit for the Navy, that’s not the people we want,” he said.
Cao’s career spans 25 years in combat and Pentagon operations. A graduate of the U.S. Naval Academy, he later earned a Master’s degree in physics. His military experience, combined with his no-nonsense approach, made him an appealing pick for Trump, who praised his record of service.
“With Hung’s experience both in combat and in the Pentagon, he will get the job done,” Trump said. “Congratulations to Hung, and his wonderful family!”
Cao, a staunch Trump supporter, expressed gratitude for the nomination. “It’s time to get to work,” he tweeted.

If confirmed by the Senate, Cao will take on the second-highest civilian role in the Navy, a position crucial for shaping military policy and operations. His nomination is expected to face pushback from Democrats and progressives, given his vocal opposition to DEI initiatives.
With the 2024 election on the horizon and Trump leading the GOP, Cao’s nomination signals a broader strategy to reshape the military in line with the former president’s vision. Whether the Senate confirms him remains to be seen, but his appointment is already stirring political waves.
